Alex Penelas

The Arc

Alex Penelas was born in Miami in 1961 to Cuban immigrant parents. He served on the Miami-Dade County Commission before being elected county mayor in 1996, becoming the first to hold the office under the county's strong-mayor structure as it then existed. He was reelected and served until 2004, under term limits.

His tenure overlapped with the 2000 Elián González episode, in which the custody and return of a young Cuban boy became a national flashpoint and drew sustained attention to Miami's exile community. After leaving office he stepped back from elected politics for a time, then sought the county mayoralty again in a later election without returning to office.

Why They Matter

Penelas led Miami-Dade County government during a period when the county, not just the City of Miami, became central to the region's politics. His prominence during the Cuban exile community's most visible national moment makes him a fixture in accounts of that period. His career sits within the era when Cuban-American officials held the county's top offices.
